Water warping

When a heister falls into water, he is teleported after a short delay to the highest surface above where he fell. This has several nonobvious uses:

• Bags which fall into the water can be recovered by jumping from a high place and pressing rapidly.
• Players can teleport to higher surfaces by jumping into the water.
• Players can avoid detection by jumping into the water to break line of sight, then moving slightly left or right to maintain cover.
